The water cycle or hydrological
cycle is a process that occurs in the sea, air space and land space. In the sea
space, a small portion of the water in the sea will evaporate and rise into the
air to form clouds that can become rain in the ocean or move to land and become
rain on land. The presence of ocean currents in the ocean affects the
occurrence of rain, storms, and ocean waves. In land space, water in the form
of fresh water is a source of life. Water is a natural resource that takes a
long time in the renewal process. Exploitation of natural resources in land
space, especially exploitation of water and excessive use of land for the needs
of human life which is increasingly complex will cause various problems for
human life.
The problem with water passing
through the hydrological cycle process is very complex. The relationship of
water with all its forms in various aspects, various other resources, and with
spatial planning is an interesting challenge to study, analyze, and find a
solution. Basically the existence of water must be harmonious and sustainable
because of its function as a source of life.
Development should prioritize the
balance between the economy, social, and environment, as explained in Law
Number 7 of 2004 concerning Water Resources and Law Number 26 of 2007
concerning Spatial Planning (Indonesia).
Law Number 7 of 2004 states:
o
Water
resources are a gift from God Almighty that provides benefits to realize
prosperity for all Indonesian people in all fields.
o
To
deal with the imbalance between the availability of water which tends to
decrease and the increasing need for water, water resources must be managed by
paying attention to social, environmental and economic functions in harmony.
o
Management
of water resources needs to be directed towards realizing synergy and
harmonious integration between regions, between sectors and between generations.
o
In
line with the spirit of democratization, decentralization, and openness in the
order of life in the community, nation and state, the community needs to be
given a role in the Management of Water Resources.
Law Number 26 of 2007 states that
the implementation of spatial planning aims to realize a safe, comfortable,
productive, and sustainable national territory space based on Nusantara
(Archipelago) Insight and National Resilience by:
o
the
realization of harmony between the natural environment and the artificial
environment
o
the
realization of integration in the use of natural resources and artificial
resources by taking into account human resources
o
realization
of protection of space functions and prevention of negative impacts on the
environment due to the use of space.
Law Number 26 of 2007 also states
that space is a container that includes land space, sea space, and air space,
including space inside the earth as a unitary area, where humans and other
creatures live, carry out activities, and maintain their survival.
Law Number 24 of 1992 defines
spaces: air, land and sea as follows:
o
Land
space is space located above and below the surface of the land including the
surface of land and land side waters of the lowest sea line.
o
Ocean
space is space located above and below sea level starting from the lowest sea
side of the sea including the sea floor and the lower part of the earth, where
the Republic of Indonesia has jurisdictional rights.
o
Air
space is space that is located above the land and / or sea space around the
territory of the country and is attached to the earth, where the Republic of
Indonesia has jurisdictional rights. Understanding air space is not the same as
understanding outerspace. Outerspace and its contents such as the moon and
other celestial bodies are parts of space, which is space outside the air
space.
God willing, if realized, the
development of Betterpad-Ray will pay attention to its impact on the
environment and how to keep the environment awake, including water. The
government has regulated it in regulations in which it certainly has good
intentions and objectives if thought and implemented seriously. It is an
obligation for anyone to protect the environment and comply with applicable
(good) government rules. Apart from knowing and obeying the rules, awareness
about protecting the environment if you want to build a building should have
been in the heart before construction, even since you were a child.
Betterpad-Ray (Benteng Terpadu Raya
/ Great Integrated Fortress "Mural Wall") model is made with the hope that it can be in
accordance with the water layout according to the applicable rules. The
Betterpad-Ray model is designed to be able to use water well and not damage it,
both chemically and the flow of water. The Betterpad-Ray model has a trench
around it so that the water has enough channel width to flow according to the
cycle. That way, the water will not burst and can prevent flooding in the
Betterpad-Ray building complex. If built, Betterpad-Ray will not block or hoard
waterways. Waterways will be really well cared for and always guarded and cared
for so that they are not disturbed by objects that can damage their functions,
for example garbage or sedimentation. Trench that is quite wide also has an
aesthetic function.
